Its a combo of your APU and the HD7640G holding you back.
You are getting what performance is to be expected based on that HD7640G, in all honesty.
You could see about selling your Laptop for one that has a dedicated HD7690M, instead of the A8’s iGPU HD7640G. Or upgrade your CPU to the A10 that has the HD7660. Or do a mix of both and find a Motherboard for your laptop model series that has the Discrete GPU and upgrade your APU to a K10 variant.
Those are really your only options.
But the way your laptop is now, that’s about the performance you can expect to get.

upgrading a laptop is expensive. I rather have the OP just use mobile intel processor and use integrated graphics.

That statement completely depends on the laptop in question.
Example, Upgraded my DV6Z-6c00 (APU+HD7690M) to an Intel (i7-2630QM+HD6770) for 89 for the motherboard and 130 for the CPU.
Sure its not the ‘best’ advice. But if the Motherboard can be got cheap, its a good option if the OP has tech abilities. And far cheaper then buying a new laptop for 1 game.

I’m kinda thinking this too, now.
Played since launch and every LS release I get more and more bored with the game. Thinking of giving this game a rest for a few months to see if it gets better, play wise.
But spending hundreds if not a couple grand, to keep your system up to play one game is a bit ridicules.
I did it only cause its a one time pay MMO, that has decent stuff to it. Just wish we had some better content that lasted longer (3 days and I complete the LS, on each release).
I also think Anet needs to adjust the system requirements as of now.
If you want up to 65FPS;
AMD CPU PhenomII 965BE, or FX6x00/8×00, or Intel i3
AMD/Nvidia GPU Rated at HD7790/GTX660+
4GB ram
30GB free space
If you want above 65FPS
Intel i3, i5, or i7 Gen3 or 4, or Gen1-4 K-Series to over clock to 4.5Ghz
AMD/Nvidia HD7790/GTX660+
8GB ram
30GB Free Space

You might be able to upgrade it to an i7 if you dont mind spending 230~ for the Motherboard + CPU (you could do an i5 in all reality). And doing the hardware swap.
I did this for my HP DV6, and I now get 20% more performance then I was getting when I had to overclock my AMD’s APU+HD7690M.

Though, if I dont limit the Game down to 30FPS, My laptop now runs at 80c’s for both the CPU and the GPU. At the 30FPS limit high temps are 68-70c’s
