what can i upgrade to get more fps ?
Ill be honest, pretty much everything needs to be upgraded, however you should start with your CPU/Motherboard. Recycle your Ram If its DDR3, and reuse the HD6850 until you can get better.
I would try and get a i5-4440 at a bare min, if you are under a budget then a G3258 is a close second due to the fact you can OC it to 4.2Ghz with the stock cooler with minimal effort.
Youll get a Z87 or Z97 Socket 1150 Motherboard for the G3258 to really OC it. If you do have some cash to spend I would suggest an i5-4690K and a noctura CPU cooler and OC that CPU to 4.6ghz or so.
your FPS should double, if not triple, compared to what you are getting now.

i can get a AMD 5800K with motherbrod 3.8 × 4 with 4.3GHz turbo mode and unlocked multiplier (can be higher than max) overclock model and its not exspensive can buy it from a friend will that be a good option ? and there is a option to have crosfire but i dont know if gw2 use a crosfire

AMD is 50-60% slower then Intel when it comes to single core (IPC) performance. GW2 is limited down to that single core performance.
I would suggest a G3258 over ANY amd based CPU if you are building with GW2 in mind. Even a G3258 (Dual core unlocked CPU, retails about 59.99) beats the pants off EVERY AMD cpu in performance for this game.
I have a system with a G3220 (Dual core at 3Ghz, same family as the G3258) and a R7 260x(40% slower then your HD6850) that gets 90-110FPS in GW2.
Of coarse low end FPS in Zergs is still 18-24, cant really get around that with out a Quad core CPU.
