Maybe some graphics setting is different this time? My gawd, have you tried to adjust any in game setting? You can change them, or maybe trying ‘auto detect’ is better for you?
your specs seem OK for a good range of FPS options.
what it comes down to is your ingame settings at this point.
what are they? Maybe take a screenshot?
Also, you should download GPU-Z, CPU-Z, and Coretemp and verify that your Temps arent to high for your CPU and that your GPU is actually linked at 16x and not 1x, 4x, or 8×.

noticed something els:
the first time i log-in i can play i think meaby a full minute with 60 fps, then its starts to drop with 10 fps at the time, minute later its on avarage 10

Monitor the temperatures during playing. Maybe you have issues connected with CPU or GPU throttling. Could you also show the disk usage and other parameters?
i would like to give this info,
but i have no idea where to get it
my ssd with windows and gw2 has 52 GB storage left and my normal disk has 900gb left

For checking temperature, use CPU-Z and GPU-Z programs as mentioned earlier.
Do you have FPS problems with any other games? I have run into something like this before, and it was because the fans on my graphics card stopped working so it kept lowering its performance until it wasn’t getting too hot.
For the record, I have AMD FX 6300 CPU and Radeon HD 7870, and I can run the game at high settings with 40-50 FPS so you should definitely see better with a stronger GPU and CPU than me

According to Core Temp, your CPU is running WAY too hot – it’s very close to its maximum temperature.
You should probably clean the fan(s) and CPU heatsink, as well as make sure that they are running properly. Also, now would be a good time to replace the thermal grease on the CPU.
isnt it strange, cause it ran smooth previously, can dust do so much ?
and i just opened the case but theres not much dust around

It could be clogged in within the fins them selves, or the fan could have failed.
or it could be thermal paste gone dry. I would get new thermal paste, remove the cooler for a though cleaning and check the fan to see if it works properly.

Notice your CPU is only clocked at 800MHz. It’s being thermally throttled.
Either your CPU fan died, the heatsink is clogged with dust, the heatsink is no longer firmly attached to your CPU or the thermal paste between the heatsink and the CPU degraded/isn’t there/poorly applied.

im going to put the compressor on it this weekend, so i can clean it firmly.
then im gonna wait the vacation of my pc buddy so he can check the fan’s heatsink attachment etc.

after cleaning dust its still bad, im gonna look for the other options but that will take a while to implement cause im going on summer vacation
