What servers have best small-group talent?
If you are from AR you know about NSP, although lately playing the likes of IoJ SBI and BP it has been hard finding them. Small groups is what makes NSP fun. But we do actually care about the hard working WvWers and hate to see them when they need help and are overwhelmed by numbers so those are the times we join in the larger fights to help out.

DR has a lot of very good roaming groups for a lower tier server. I remember when they were matched up with us they showed up extremely well in-game. SBI has some decent solo-roamers, but no real small-guild roaming at a really highly talented level. I’d also say that’s pretty true of BP and a few other servers we’ve fought recently.
I’m curious what your motivation for posting this is, though, OP? I ask because I was also going to suggest that [vT] is a really good roaming guild when we matched up against AR in recent weeks.
What do you define as a “small group”?
No clue where AD/bsty/qq/wtfblah blah are now.
Devonas Rest last I saw them. But thinking about it, it has been a good 3-4 weeks since Ive seen them/been matched with DR.
PAXA and KoM on HoD and BS on ET are pretty solid small groups (5 people +/-). LK, also on HoD, TAC and a couple more on ET, and Yarr on FC are good in the mid-sized range (10-20 people).

I think it is impossible for any individual to reply to this question with 100% accuracy, as nobody has played on all the possible NA and EU servers.
I am however quite certain that Desolation has one of the best small group and solo roamers. We have needed to develop these strategies to cope against enemies who outnumber us greatly. For many months we have been fighting with the outmanned “buff” almost all the time. Yet we manage to get pretty good points e.g. this week we will be 2nd in our matchup. But I know some other EU top servers are in the same boat. They don’t have the coverage to summon big blobs besides EU prime time (evening). Outside those hours it is mostly small scale roaming vs 1 blob of maybe 10-40 man size, or no blobs on borderlands, just 1-5 man teams.
There is general consensus that EU has slightly better tpvp than NA. Desolation is #1 pvp server:

Our top tpvp team, Team Paradigm, sometimes does WvWvW and I know couple of other top tpvp players who are also doing WvWvW on our side. Those guys are really good and will give two times bigger enemy a run for the money.
I am myself mostly a solo roamer or in a party of 2-4, unless I am commanding the PuGs. I flip supply camps alone, but especially I like to spend time in the lake (island + underwater). And of course I snipe enemy players, dolyaks and sentries. I haven’t lost a single 1vs1 underwater fight for a long time (yes, even rangers lose). Some might claim this is because I play an engineer, but just last night there was enemy engineer + necro against me alone. They couldn’t kill nor stop me from capping the NPC objectives. But I am specialized in underwater combat as I love the full 3D movement.
But there are some very good enemy players as well. Champion XXX titles are common and sometimes you see entire enemy roaming teams with pvp titles better than gladiator. I have lost duels on dry land against D/D elementalist, D/D thief and shatter mesmer. And of course I have lost against teams vs me alone. That happens all the time.

I don’t think you can really answer a question like this
Each server will have skirmish groups with different play-styles which are also effected by the tier they are in, the amount of people they can handle and how their Meta game is actually played. Some groups are specialized in a more defensive approach, some in a more guerrilla play-style, some love the high action from the higher tiers and some focus more on objectives.
The only thing I’m sure we’d all agree on is that we’d love to see more people attempting to roam with smaller groups : )

I know for a fact that XOXO and SPCA are absolutely beastly roaming guilds on NSP. I have also seen that Splt and tM are good (but I haven’t seen it for myself, so I can’t make a judgement call).
NSP have some beastly roamers, and we are known for our small-number strength.
