So the dmg of the weapon you have doesnt effect dmg at all?

I play Guild Wars 2 for couple of days now and i really enjoy it. I watched lot of youtube videos about sPVP but as other players tell me with the latest patches there are changes and i can’t wrap my head around them.
As i understand before you set your build, traits, runes, sigils and you buy PVP weapons from a PVP vendor in The Mists.

Now i understand that PVP vendors are removed and you can’t get pvp weapons and you have to use your own.

So my questions is doesn’t that gives the higher lvl players big advantage dmg wise for their weapon. I see that the bonus on the weapons doesnt count but the main strenght of the weapon is taken in consideration in sPVP right?

I want to playt sPVP with dmg equivalent to the high lvl players with good weapons.

I will really appreciate if someone could explain to me things better.
