Setting it to low or lowest will remove all ghostly effects from NPCs, it happens to ghosts and mesmer phantasms

When i started the game 2 weeks ago the ghost had their blue light glow.

But now when i play only the catapults and cannons have it.

I wonder if its a special option at the graphics i need to fix or is it a bug?
