Hi all, i just bought one, here is the recipe (screenshot in french though but i translated it somehow):

Effect is:
- duration: 30min
- regain health every second
- 70 toughness
- +10% xp every kill

Components:
- 5 cactus
- 10 Bowls of Fancy Creamy Mushroom Soup
- 1 Bowl of Fancy Potato and Leek Soup

Same for me since a few days. So far it used to be ok for me, only with using a vpn (battleping) though.
But now it’s not playable any more in www, even with a vpn (i tried 3 different vpn providers). Skills needs 2-5 seconds delay.
I am from France, isp is Free.
