In my own experience and of what i have seen i would say the Elementalist and the Gaurdian are those that can tank the best. I have no clue on different Elementalist builds due to how i play a Gaurdian. I am a big fan of World vs World so my build is fully directed to that, which can also be used well in dungeons.
I run a 0, 0, 30, 30,10 with 1, 9, 12 in Valor 1, 2, 9 in honor and 2 in Virtue, which currently i am using great sword, scepter/shield combo. For skills i use shelter (Due to how you receive no damage when healing) , Judges intervention (For longer range classes), save yourselves (Universal skill), contemplation of purity (To deal with most condition builds), and Reaper of Grenth (For when you have to tank multiple enemies and want to lower there cool down rate). The three middle skills are stun breakers, which work wonders against an enemy hammer build, also are able to heal you as well with the trait line shown above.
I use Melandru armor with superior runs of the doylak for regeneration, with regard to the accessories i use 2 sapphire ori earrings, soldier’s spine guard, an emerald orichilcum amulet, and 2 emerald Ori rings.
In all this gives you 2,860 Attack, 15% crit, 3,296 armor, and 17,965 health. As i originally stated this build is mostly for World vs World and is capable to soloing camps head on, and being able to tank while three manning a keep. With regards to kills this build has already helped me get 6,514 kills.
Draw backs to this build are you are not invincible (sadly), very vulnerable against confusion stack Mesmers, Not a lot of damage output. Glass cannon warriors, rangers, and thieves have yet to be able to take me on in a 1v1 and occasionally 1v2. I have not yet lost in a 1v1 to any other classes except the Elementalist and a confusion stack Mesmer.
It is not the best build for a Gaurdian, but it is a build that is decent and works. I hope this was helpful to you. ^^
