Agreed an in game LFG tool is a must . The website supplied above though does work really well. Thankfully the community took it upon themselves to implement something that should be a requirement for MMOs now a days.

Doesn’t seem dead at all on Jade Quarry.
Was just in some 25-35 zone , cant recall the name and saw about 12 different people in various areas.
There has been a smaller turn out at Plinx lately due to the nerf I’m sure and the introduction of fractals. There’s almost always a fair to large number of people in all of our WvW maps as well .

It could be your server , I think they fell into the trap almost all MMOs do now a days , they set up a huge number of realms/servers/shards for opening but there’s always attrition and those full realms become not so full or ghost townish if you will.People migrate to other servers etc.
But the good news is that server transfers are still free and near instantaneous. Just be sure about your choice as you will be stuck there for 7 days once you transfer.

Roll a thief , doesn’t help the last part of story mode but you can do every other zone in this game pretty easily with your arsenal of evasions and stealths.
Currently I’m at 99% map complete just waiting for 5 POIs and 2 vistas in WvW.
