Thank you both, I’ll try each of these today!

I’ve been farming the very last item I need for the 1st tier of the legendary scepter collection for close to an hour now. The item in question is Spark’s Energy (I can’t for the life of me make an the intergrated link work, so; https://wiki.guildwars2.com/wiki/Spark's_Energy ).
Now, the other items in the collection that dropped off mobs, I only had to kill around a dozen or so, for it to drop. But not the spark. I farmed in two confirmed locations, most of the time in Metrica Province. Halfway through I had a friend come try to get the item to drop, and he got in in less than two minutes.
I don’t understand why, and it’s really grinding (pun inteded) my gears.
Any help appreciated, thank you!

Next day, another fruitless session. I went to both places mentioned in the comments, I also farmed for a while in Orr, and back in Metrica Province as it has way better spawn rate, and is also specifically mentioned in a guide, and still nothing. I tried on two separate lvl 80 character, I tried ranged and melee, I tried to let it damage me a lot before killing, I tried killing asap.
Since everyting else dropped so quickly for both me and others, I feel like my account is bugged or someting. Is tht even possible? Wat do? I’m getting really frustrated. :<
