1 : Yes it will affect you and nearby allies.

2 : No.

3 : It does work. If you open the hero panel and look at power, enter combat the power value should go up 150 points. However the icon that pops up above your skill bar to indicate that you are being buffed by the trait don’t seem too be updated. It still says that power is increased by 70 points. This will hopefully be fixed soon.

Captain Bragen is an npc that appears in the sylvari story line : Dead of Winter.
I recognize all the other armour pieces he’s wearing, but not the shoulder pads.
I can’t seem to find them when I go through all the shoulder pads in the mist.

So does anyone know from which armour set the shoulder pads is from ?
