Are you sure it is my video card and not my CPU? Which video card would you recommend I get for that system? A Radeon or a GeForce?

My system only gets 3 frames per second. I am not sure why. Here are my system specs below:

CPU: AMD Athlon II X4 640 3.0 GHz
RAM: 4 GB
Video Card: Zotac GeForce GT 520 (512 MB, Shader Model 5.0, PCI card – not PCI Express)
OS: Windows 7 64 bit
Connection – 10 Mbp/s
