I can confirm that it works. Not risky at all. Just don’t transmute the white item skin over the legendary one.

I believe you can make your legendary account bound by using the transmute trick. If you’re unfamiliar with it: Buy a white weapon from a vendor and transmute your legendary skin onto it (making sure to use the white item stats). This will make it account bound and then you just put it in the bank and pick it up on the desired character. Not an ideal situation but it works. Hope this helps!
