Balancing SHOULD be done slowly and in small incremental steps. Make a small change, measure the results, and repeat if necessary. The way that ANet is performing balancing is correct. High numbers of large changes makes the results of their changes almost impossible to measure, and leads to a VERY unstable game balance.
