I run power/tough/vit armor on my Guardian. There is that type of gear from Temple Karma vendors in Cursed Shore and Malchors Leap. You can also buy them Badges of Honor from WvW and some Dungeons have Power/Tough/Vit gear you just have to check the vendors for which ones it is.
The only Power/Tough/Vit jewelry comes from WvW though and cost a lot of badges.
There is no way to craft it as of this point.
CoF chest piece is awesome too imo. Flames shooting out of any chest piece or piece of gear for that matter is awesome.
What gear are you using because that can also affect the spec that you run as well. Also what ruins are you putting in the gear as well?
