You just talk to the Artificer trainer and get it. You’ll have to pick another one to deactivate. For a small cost you can swap around. You don’t lose progress on inactive ones; you could possibly skill up all the craft lines on just one alt.

Or you can learn Artificer on another alt.

Or you can pay money/gold to get the gems for Additional Crafting License(s) in the gem store to expand your per-alt number of active crafts.
