What if I obtain said armor on a different character through PvE, will that skin be available to be used on whatever character, regardless of order? (because of wardrobe)

Unable to obtain rank tokens at this point, I missed out on the opportunity to craft the order of whispers armor skin for my pvp character who in pve chose the vigil.

Will we still be able to obtain the armor skins from the different orders on whatever character or will they now only be available to characters who chose that order in the personal story and no longer as a pvp reward?

I hit rank 50 after I wasted all my glory. I didn’t think about saving a bit of glory to acquire bear tokens for rank 50 crafting. I believe you unlocked the order of whispers armor at rank 50. My question is, will it still be possible to acquire the order of whispers armor for a character that lets say chose the vigil in the personal story or are those armor skins you could mix and match in pvp become exclusive to your personal story choice again?
