Hi, I think (and don’t blame me if i’m wrong) but the 2nd (the one on the right) is purchased from a Karma Vendor after defeating the possessed Dwayna statue (http://wiki.guildwars2.com/wiki/Defeat_the_possessed_statue_of_Dwayna) in Malchor’s leap (best waypoint near it is Tempests Waypoint).
As I say, I’m not 100%, but it did look similar.
