This only seems to be affecting about half of players. Fractal dailies were a nightmare for me but 2 of my party were completely fine. Seems to have gotten worse too, around server reset it was spiking (avg. 500) but just now it was a constant 1.5k with spikes of multiple seconds of complete unresponsiveness.
