I read the wiki but still didn’t understand, will I be able to craft The Crossing right now if I have all the ingredients?

Sex: Male
Class: Warrior
Armor: Charr T3 Heavy

One of the spikes on the right shoulder looks broken and in an odd angle, the left shoulder seems fine.
