I farmed for my legendary by doing the Champ train in Frostforge sound. With the changes, you can still make the cash and materials this way, but if you need to buy a precursor (like I did) the cost has gone up.

The changes also make the champion fights into events, so you will gain karma here too. But, the best karma train (and decent materials and money) I’ve seen recently is zerg running in Edge of the Mists.

Do what I did twice. Swim to the boat and hit it with your aquatic weapon. you will not take damage but will eventually sink the boat and be able to finish the quest.

It doesn’t address the “bug” but does allow you to continue the story line.
