Try completing the other races starting zones. In your main city should be an asura gate to Lion’s Arch. From there you can travel to all other capital cities.
I had the same issues like you and switching to another same level zone helped alot.

Can’t you just teleport to a waypoint via the map?

As an asura engineer, when i use the “Radiation Field”-Skill it stops my auto attack.
I’ve only tested this with rifles. Don’t know if it affects pistols as well.
