Finally completed the quest…forgal disapeared most of the entire level and re-appeared during the undead scout fight…needs to be fixed for future players.
Just encountered this bug…seems as if this quest is quite buggy.
Experienced the problem you encountered as well as another when I restarted the quest in which the second objective about finding the missing gaurdsmen didn’t trigger as I rushed through the quest triggering Forgal to leave on his Cutscene but no completion of quest
