Weird VGA issue making my PC unusable

Hi!
So i bought the game when it came out, and everything was fine for months.

In January when i was playing the game and changed the sound settings the screen got bad. I saw a lot of lines coming from top to the bottom (yellow/magenta like 10px wide)

the whole screen was like this, I could not do anything, had to force-shut-down the computer, then i could not even install windows 7 for the first try…well, time past by and i was finally able to install windows 7 but in the middle of the vga driver install i got a black screen and could not do anything. Now, when i tried the same with windows 8 i got the same problem but with white screen in the middle of the VGA driver install….

It’s a Dell Alienware m17x Re3 with an amd 6990M vga. As dell has a nice diagnostics boot menu i tried that first, but it showed me no errors (Even the service guys did not know what is going on, it must be something with the vga they said)…So, i got the vga switched to another 6990m, now with win8. Everything was fine again with it for a few days till i tried to install games. First i tried League of Legends which worked fine. After this i installed GW2, changed the settings to max performance as it was before the whole story, and again, it “kittened” up my whole system again. Did not see the stripes though, but i saw a Win8 ":( error " showing on the screen. What could be causing the problem? Can it be the motherboard or what? I cant believe this is fully the VGAs Issue as it was brand new.

Now the situation is the following: The system wont even boot up. It is struggling, cant even make it to the boot selection menu sometimes.

Further info: It seems like if the laptop is not plugged in i can get into the boot selection menu. Is there something wrong with my adapter? (I will test this further)
