When I active Virtue of Justice, it applies the 4s burning 1 time. The tooltip says 5 attacks to activate and the boon falls off after 5 attacks. But during those 5 attacks, I get 1 stack of burning. Then I don’t get the passive for 20 or so seconds. Why doesn’t it stack 5 times?
