Problem solved for me It appears patch which introduced x64 client as regular client solved loading screen stuck bug and wrongly loaded textures. I can use client without any compatibility mode with V-sync being turned on as I mentioned few posts above.

My specs: Lenovo Y70 with GTX 960m on Windows 10.
So the problem is big I would say this bug makes the game very uncomfortable to play.
I made same tests how the game is running with particular settings (Graphic Setttings were unchanged in every situation, test was about FPS) in Brisban Wildlands playing the same character and at the same abandoned location:

  • Guild Wars 2 Client 32 bit WITHOUT compatibility mode: STABLE 60 FPS
  • Guild Wars 2 Client 32 bit WITH compatibility mode: 30 FPS (32 at peak)
  • Guild Wars 2 Client 64 bit WITHOUT compatibility mode: 56-60 FPS
  • Guild Wars 2 Client 64 bit WITH compatibility mode: 40-46 FPS
In all cases Vertical Sync was enable – main reason: I am playing on notebook using external monitor and without VS being turned on I experience stuttering.
I have noticed many people complain about being forced to have VS enable but you should know that having more FPS than your refresh rate on your monitor doesn’t make your game more dynamic or being faster. If you have 60 Hz monitor it is impossible to see more then 60/61/62 FPS (last 2 options are just approximation errors) – refresh rate tells you how often video image can be refreshed in 1 second and FPS tells you how many frames per second is generated by your Graphic Card to put it very simple. Of course there are plenty of over 60 Hz monitors or they can have some feature like GROM on some Benq series but most of you have just 60 Hz monitor

Coming back to the topic I am not saying that this bug is connected to just Guild Wars 2 Client I would say there is a good chance it is problem connected with Nvidia drivers or Windows 10 but still problem occurs during the game and the victims are players not just users of Windows 10 or Nvidia Graphic Cards.
The first mention about this problem had place almost 6 months ago and I can’t find any response from any dev. I also noticed that the number of problem reports is growing with every patch. I feel cheated by you dear ArenaNet because I have paid for the game and the game doesn’t work as it should be and you just sweep the problem under the carpet only because the problem possibly is not directly connected with you.
I will add this post to Reddit with some modifications to give it a little more attention

DUMP BUMP !
Same problem here.
Lenovo Y70 with GTX 960m on Windows 10.
Freezing loading screen and bugging textures just appeared from nowhere about 5 days ago.
I am a little confused and afraid since people started to report this problem over 4 months ago :<

I confirm drastically FPS drop after patch.
My spec:
HP pavillion dv7-6b45ew:
Windows 8.1
Radeon HD 6700M
Intel Core i7-2670QM CPU 2,2 Ghz
Most settings are at LOW (Render Sampling – Native), at AMD CCC are setted to use aplication settings.
FPS report:
*now:
Divinity’s Reach – 20 FPS
random/non populated localization – up to 30 FPS
*before:
Divinity’s Reach – 30 FPS
random/non populated localization – up to 60 FPS
All drivers are up to DATE.
When I run GW2 client systems report a lot of problems with AMD drivers that are stopped and reseted after while.
