I haven’t seen if my question has been answered on the forums or in the FAQ yet.
TLDR: Will specializations be available to all players without purchasing HOTS?

So with the leak of the Revenant skills and mechanics, I had a revelation that there would be new content put behind the expansion’s price tag that won’t be be available to the player. My first thought was that it would be unfair to players who can’t create revenants, but after seeing qqmore.net ’s explanation on why Guild Wars 2 pvp game was unbalanced, and why that is a good thing, I thought it would be okay for players to make counter builds for whatever the Revenant metas would be. (In summary for the QQMORE video, imbalance promotes thinking about countering a meta build with a certain profession)

But then I wondered about the specializations. It does give players new build options that probably wont be too drastically different to how a profession plays, but it doesn’t really sit well with me to think that players without HOTS wont be able to access the extra builds without the pay wall. I understand that players can and will adapt to those new profession/specialization builds as the QQMORE discussion explains, but I would like to imagine a GW2 where all players of a profession would at least have the same tools to compete against each other. I vaguely remember a small quip from a bit before GW2 launched (I think sourced from Woodenpotatoes) that Anet designed PVP so that everyone has access to the same baseline equipment with all skills and masteries unlocked so that everyone could fight at least from an equal footing. Of course that changed slightly since launch with the new masteries and skills with a in game gold wall but that’s remedied by either playtime or the alternate unlock for masteries.

I know that I contradicted myself a bit with being okay with revenant behind a paywall whilst being hopeful that specializations wont be behind the next expansion upgrade. I understand that the simple answer is to tell people to just buy the expansion or to just outplay the new specializations and profession with the wide range of utilities the 8 profession already have. I’m just personally worried because I’m in a situation where some of my friends who bought the game at launch and quit soon after won’t come back due to hearing that stuff will be locked away from their favorite class because they didn’t pay up the money. There is a whole bunch of other issues that could stem up from that, but I’m solely concerned if Anet would allow specializations to be accessible to all players regardless of them owning HOTS or not.
