I think he means that it might lead to the game getting banned, shunned, frowned upon and/or getting special age limits. It wouldn’t be the first time, if you look at the Sims 4, for an example, which got a 18+ rating due to possible homosexual content (even though you don’t see anything happening except the jumping in bed). (not saying that Russia is alone in this)

Probably best to save them at the moment, as some say for possible future salvaging or for HoT. Who knows, maybe they change up stats/gameplay in such a way that other stats may become more useful.
