Easiest way to fix this?

1. Prevent guesting players from getting Chests
2.a. Add a real random spawn timer for dragons so zones cannot be camped out beforehand
2.b. Increase timer for dragons that way everyone gets a chance at doing the dragons regardless of time.

Having multiple groups get spread out among the overflow servers is ridiculous because it requires so much messing around.
