Yes, logging out to character select does the trick for me. You do not have to exit the game. Hoping for a fix soon, as it’s annoying.

Same here guys. After talking to a scout in a new area all sound effects such as footsteps, combat, etc. disappear. But music and interface sounds continue. Only thing that has been fixing it for me is logging out to character select and logging back in.
