Still bugged yes, they have TOOOOONS of them to work out. This is just a temporary fix. You’ll most likely have to wait for one of two events to spawn. So unfortunately until they fix it, wait for the event before you can proceed :/

MY FIX TO THIS PROBLEM:
I already posted in another topic, but I wanted to create another one for people who just got to it until it can be fixed permanently.
So as Jeffrey Vaughn (content designer) suggested, you have to complete a local event. For me it was the Minotaur event. You have to kill the little ones, then the Veteran massive one, so 2 events total. I’d suggest 2 or more players for the veteran Minotaur, but it isn’t entirely necessary I don’t think. Fortunately I went tank mode with my Guardian and solo’d it. Everything worked fine after that.
The first time I could rez the vigil crusader, after I killed the Minotaur’s, I couldn’t, and the story went on.
