I had to get guild help for this. Make sure you are logging into your anet account on the forum. The little login on the upper right hand of the screen. Do not try and use that big account, password etc that covers a big chunk of the page. That is not for upgrades to existing accounts. Anet ’s instructions on this were poorly done. Most of us have little reason to log in unless we are very active on the forums.

Have you already purchased extra character slots. The screen I got after activating the exp, says you may not receive thing s for which you have already reached your limit. The only thing on that list that could have been affected was slots.
