All of the Persons of Interest/Skill Point NPCs/Blue arrow guys dont allow me to activate them. I talk to them and they act like I have already compledted it even though I have not(Check Screenshot) I know it is not a level problem because I constantly watch lower and higher levels start the thing and complete it but I am unable to. The only way for me to complete them and get the skill point is to wait for someone to show up and start it for me. This is a huge hassle and is affecting my experience greatly. Any help/knowledge would be great. Thanks
