I have this same problem. For me WvW is fine but PvE content is screwed. Even in a dungeon instance I can’t play because my skills just lag to be used and I don’t know what is actually happening. I see 1-30 sec lag when this happens. Also this just started today.

The game just started constantly lagging/erroring out for me tonight. Was fine yesterday. Not sure if it is related to what you are seeing but tonight there definitely appears to be something wrong.
