Hello. I have the trouble with quest “In Their Footsteps” (chapter of the Heart of Thorns story) – Glide over to Scout Acan. I’m standing near scout Acan but he ignore me and I can’t talk with him. Relogin don’t help. What should I do?

I’ve bought two same fractal rings http://wiki.guildwars2.com/wiki/Druid's_Circle but I can’t equip its together. Is it the bug or the feature? :(
Will I be able to equip two same earrings (accessory), http://wiki.guildwars2.com/wiki/Faolain's_Blossom for example, or likewise rings I can’t?
