Hate to break it to you, but the “Rules of Conduct” do not specifically forbid using foul language. This is what it says:
They also say:
“3. You may not create character names or otherwise transmit, post, link to or facilitate the distribution of any sexually explicit, harmful, threatening, abusive, defamatory, infringing, obscene, hateful, vulgar, racially or ethnically offensive, invasive of personal privacy or publicity rights, or objectionable in a reasonable person’s view imagery or content.”

Guild Wars 2 Conduct Breaches & Outcomes

“The Rules cover such basic expectations as:
Don’t swear or spam or break any laws."
Kinda wish the Rules of Conduct were written in as clear and direct a manner but I suppose “legalese” is required there.
So swearing ingame is a risk. If you do get punished for it it’s not the fault of the person reporting it. It’s not the fault of someone wanting to be a “surrogate mother”. It’s the person’s swearing thought. It’s not essential for adults to swear during a conversation to make a point.
It’s likely they have internal guidelines so that some swearing is treated more harshly (at a guess going by other games the channel used could have some impact as well as what’s said, if it’s aimed at anyone and if it’s just a one-off say during a fight with a world boss or if it’s a repeated again and again).
It’s not that you’re not allowed to use the feature (the profanity filter), it’s that you appear to be misunderstanding the use of the feature.
It’s not there to allow you to use profanity (something you agreed not to do), it’s there to stop you seeing (hopefully) occasional profanity that others might post should you choose to enable the feature.
