I recently hovered over a person with Winter’s Heart and the effect disappeared.
Originally this wasn’t the case, it was a permanent effect and didn’t go away at all, unlike the refractors jewels. Is this a bug? Can it be reverted?

I agree with the above. It also doesn’t help it clips with a LOT of the armor I own. The area around the neck needs more width, it’s clipping through the neck and shoulder armors too.
