all the existing skins are up to exotic only…. so if there are going have any legendary weapons skins, the skin itself should be legendary too. and people who want to apply this legendary skin to other weapon should pay a reasonable transmutation cost, and this cost can strike a balance with the cost of players who choose to make another actual identical legendary weapon.
I think legendary weapons are something that should remain unique and precious in the game, different with any other skins.
