Correct if i’m wrong but isnt vitality added to health? So it is 17,292+1,137,Health=17,292 and vitality=1,137. So together 18,429 plus robust?

Hello I am hoping some players could take the time to help me. I am having a problem with my health pool. According to my stats my health WITHOUT buffs is 17,297 + vitality ( which increases my health) is 1,137, therefore I should be at 18,429. However my health changes everyday UNDER that amount daily. Now I hear it could be because of WvW, but robust on B screen says it increases max health but nothing about decreasing it. Even when my server is losing I have never seen it say -(health points). Can anyone help me figure this out? I have been as low as 15,000 health. Anet will not help me as I have emailed them and did bug reports only for them to say be patient…that was 6 months ago.
