Considering that Lunatic plays out in the labyrinth you are teleported to in the first place, with the Lunatic Boatman and waypoint attached to it, my guess is that Lunatic is just an instanced version of the labyrinth.
You have 3 areas if you look at your map and the last place prolly comes in the next act. So I think its intented.
