To fix that issue you have to guest on another server, login, port out of that region and then going back to your server.
That’s not a permanent solution but like that you can at least start playing again.
Then look where ever you installed it ._.

Hey, i think that you should try to clean up your system. Probably there’s some stupidish software running in the background which is slowing down your PC.
Maybe make a backup of important data and make a clean Win 7 reinstall?

probably usual Patchday Error. The game couldn’t find effects it wanted to play.
Well for RAM definately buy Twice the same module. or better just one with enough capacity if you can afford it. (8GB on one module should be around 60$).
