I don’t know if it matter, but all the tries I skipped the conversation.
Sharks were in the water, but not close to the ship, 3rd and 4th try I killed most of the risen in the water including the sharks. Btw sharks just own you. If you get attacked from more then one you just die.
Later after I hit 70, I tried the event again and it worked. This time I listened to the whole conversation.

When I go the ship there are no undead to clear. Quest text says “Clear out the undead so Tonn can set the charges.”
There are no undead in marked area on the map. I tried killing some, I skipped before this area, but still no success.
When you go to the challenge place it shows the event is going at the moment, but the NPC is missing.
I am on bottom floor of The Shatter Keep, Sparky Fly zone.
