what would be a good processer for gw2 and gaming in general

i have very low fps (15-20) on low and high settings. my computer should be able to run it on max no problem like every other game i play.
iv checked other forums about this for solutions but found none. so if any of you can help please let me know.

heres my specs.
AMD FX™-4100 Quad-Core Processor 3.6 GHz
8.2 GB RAM
AMD Radeon HD 7700 Series
windows 7

please let me know if theres something i can do to fix this or if a piece of my comp needs replacing.

iv trued to download the suite but it never actually downloads. so idk how to get the suite to work :/ any tips?

before i clean anything what exactly do i need to clean to get rid of my current driver? theres a lot of options so i just want to be sure.

i really no longer think its my graphical settings at all.

iv had them off.

iv had everything on low. still low FPS :/

Ok so i have a major issue with FPS in guild wars 2. it only happens in GW2.
i have tried re installing the game. iv updated my drivers (unless they didn’t fully intall).

here my specs.

8.2 gigs of ram
AMD Radeon HD 7770
Windows 7 64 bit
DirectX 11.0
1.5 TB
3.6 GHz
AMD FX 4100 quad core CPU

if theres anything else that i missed please let me know.
i get around 15-30 fps on low and max.

any help i could get would be greatly appreciated.
