hi there, my husband had the same issue when he learned the recipe with his huntsmen crafter. but then we tried a second time (bought a new recipe box) with his weaponsmith and tada there was the recipe for the experimental spear head and shaft. so it seems its not a global unlock as the recipe iteself says or its functionality is rly bugged. hope we could help a little bit out
