Well it seems full workaround is like this:
1. Delete files: local.dat and GFXSettings.Gw2.exe.xml
2. Run game in windowed mode:
“…\Guild Wars 2\Gw2.exe” -windowed
3. In Options -> Graphic Options set resolution to “Windowed Fullscreen”
