Guys, how can i get this short bow in sPvP? Does it crafted as a skin?

I start playing GW2 after release. Before GW2 i played a lot of MMO RPG and nowhere, i say “nowhere” such a bad Tech Support as in GW2. ?ere are a couple of examples: once i collected badges of Honor Of the Waves and buy medium set instead light set. Turning to tech support , I heard – "hey, man , we can not help you go farm dungeon again. In 2013, I spent several month in fractals . And now when the fractal weapon droped in the form as skins I contacted tech support to turn my weapon in skins. What I heard – “hey, man , we can not help you. Go farm fractals few months”. And now a question to tech support – you are helping people in general ? From there you use?

After death i appear under map.

I got 20+ fractal skins in 2013 year. When i got it they was not a skins. Now i use transmutation splitter on my fractal weapon but it not appear as skin. Can i do something to convert it to the skins?

Couple of times i see peoples with fractal weapon in sPvP. Tell me pls how they do it?

I have a question: when A-net fix texture bug on sPvP? I play for Elementalist and Mesmer and i tired to stuck in textures when use teleport skills.

I play team arenas very ofter. And this is the BIG trouble i encountered with: I always stuck in textures when use Mesmer staff skill “Phase retreat” and Elementalist utility “lightning flash”. Help me. I cant do this anymore.
