Killing King Toad didn't unlock World 2.

I helped my friend kill King Toad today, while we were in a party and it didn’t unlock World 2 for him. He started the instance. Is this normal behavior? When we defeated World 2, Zone 2 together, it unlocked Zone 3 for me.

Same thing happened to my friend at the bell in w2z2 I stayed in, and he left the game. When he got back in, he was able to join me at the check point and we finished. I don’t know if he lost his bubbles.
