They already said they would do what you’re suggesting – you will be able to trade 3 stones for a charge, or one of the level 80 ones for a charge.

They aren’t removing armor damage, just the cost to repair. The main point of Instant Repair Canisters (imo) is to give you an option to repair your armor “in the field” in some place like FotM where you can’t normally repair. There really isn’t any reason for Anet to remove them from the game.
