Mine did it on the last 3 versions of the drivers. I installed the latest ones yesterday but never tried the supersample textures. The problem is tricky because it’ll appear like it is gone once and the next time you load the same area it will be right back. It’ll also disappear once if you force a reload by using a waypoint, changing a graphics setting, alt-tab out, etc. but then will return the next time you load the area. 100% repeatable on my machine.

I have this EXACT problem. There are also areas inside the home instance that do it as well. I’m running a GTX 670 and I think the problem is with the supersample textures setting. My FPS will drop from 55 to 3 in very specific areas of the BC. Take one step back out of the area and the FPS shoot right back up to normal. Try dropping the texture samples to native. It works as a workaround for me. I placed a bug report but never received any kind of response. I’m wondering if there is something wrong with a specific texture that is loaded in those specific areas.

I have a GTX 670 as well and I think there is a problem with areas of the Black Citadel and using the supersample texture option. My FPS will drop to single digits by moving into several specific areas of the map. Take one step backwards out of the problem area and the FPS shoot right back up. I think there might be specific textures that have problems and loading those textures is causing a serious issue. Forcing the textures to reload by using a waypoint, changing the graphic options, etc. will get around the problem until the area is reloaded and the textures loaded into memory again, then the problem returns. Changing the texture sampling to native seems to allow things to work normally. I placed a bug report with this info but never heard anything back about it. I tried the last 3 nvidia drivers and they all had the same problem. I haven’t tried the newest release from yesterday yet. The card works perfectly in other games and just fine when set to native samples so I don’t see this being an issue with the card itself.
I’m having a very bad FPS drop in a very specific area of the Black Citadel. If I move my character to the area around the Imperator’s Core my FPS will drop from a decent 45-55fps to single digits, 6-8 FPS. If I move my character back one step from the area where it drops it will immediately jump back up to the 50 FPS range. I’ve run around the other cities and get decent FPS and haven’t noticed this behavior in other locations. If I force a reload of the area by using a waypoint and running back to the area it sometimes will not occur but after another load it will return. The problem also occurs in the area immediately outside Black Citadel. Other areas of the game world run very well. I had not previously been to the area on my old AMD 5870 so I don’t know if i happens on that card as well. I may test that. The new GTX 670 seems to run perfectly fine in other games.
I’m running the following specs:
Brand new MSI GTX 670 OC on 304.79 betas. Also tried reference drivers and 306.02 with no change.
iCore7 950 at stock speeds on Asus Sabertooth x58 mobo.
6gb of 1600mhz DDR3.
120gb Sata2 OCZ SSD.
Win7 Pro.
