It looks like the leggings of the Dry Bones armour (http://wiki.guildwars2.com/wiki/Dry_Bones_armor) so I’ll say yes, though I got it from messing around with the Mystic Forge.
I really enjoy seeing everyone’s looks, a lot of really nice styles. Here is my Necro as she is now at level 31.
